Penn State is the winner of two 2011 Sloan Consortium (Sloan-C) awards for online teaching and learning. The Excellence in Institution-Wide Online Education Award honors Penn State's World Campus, and the Outstanding Achievement in Online Education by an Individual recognizes Wayne Smutz, executive director of Penn State World Campus and associate vice president for Academic Outreach. Penn State announced today that the Society for Human Resource Management (SHRM) has accepted its online master's degree in Human Resources and Employment Relations (HRER) as among the blended learning and online programs that align with the society's HR Curriculum Guidebook and Templates. Penn State's Master of Professional Studies in Human Resources and Employment Relations offers four areas of concentration: staffing, training and development; labor and collective bargaining; employment and labor law; and benefits and compensation. Penn State will join the U.S. Coast Guard's new Maritime Law Enforcement College Partnership Program to help educate and train maritime law enforcement personnel. Penn State, one of only 10 colleges and universities invited to participate in this program, will offer the Bachelor of Arts in Law and Society degree online through World Campus. The Christmas day attempt to blow up a commercial airplane over Detroit with an "underwear bomb" punctuated the importance of homeland security. As the Department of Homeland Security and other federal agencies look to hire workers for occupations in security and protection, medicine, public health and information technology, they also face the challenge of an aging workforce. About one-third of federal career employees and more than 60 percent of government career executives will be eligible to retire between now and 2012, according to a Government Accountability Office report. To help prepare workers to fill existing and new jobs in homeland security, Penn State is launching an online Intercollege Master of Professional Studies in Homeland Security program this fall. The federal government expects to hire as many as 273,000 new workers through 2012 to replace retiring baby boomers, according to the Partnership for Public Service. Many of the jobs in medical and public health, security and protection, compliance and enforcement, legal, and administration and program management will require advanced education. State and local governments will face similar challenges in an increasingly competitive labor market.
