Although state support is decreasing for land-grant institutions such as Penn State, these public universities still are committed to sharing knowledge and expertise with the people of their states through extension and outreach programs. When proprietary institutions [for-profit education companies] came on board, they went after adults. Your opportunity is starting to be chipped away at by the proprietaries. Competition is really on the rise."
